SUMMARY:Workshop\, How to Finance Public Transport Infrastructure?
DESCRIPTION:How to Finance Public Transport Infrastructure?\nA Comparison between Paris and Tokyo\nThis workshop is the first of a series of three workshops focusing on mobility in Paris and Tokyo\, organized by the Fondation France-Japon de l’EHESS and supported by the Maison des sciences de l’homme Paris Nord (MSH Paris Nord). \nPublic transports in Japan and France are subject to a very different system of finance considering the specificities of their political and institutional contexts. This workshop compares these two systems with a particular focus on the Grand Paris project. It seeks to explore the role of both liberalization and decentralization processes on the finance of public transports from the 1980s onwards. Indeed\, these two processes led to a densification of the political landscape and to a complication of negotiations in many sectors particularly in the sector of transports. At the same time\, public transports have been characterized for the last three decades by the renewal of tramways lines. It is directly linked to the conception of a growth model based on competitive and attractive mobilities fighting against pollution and congestion in a context of urban competition. \nAccording to these elements\, we would like to discuss the governance of public transports in metropolitan areas\, and particularly the question of the finance in both cases of Paris and Tokyo. These two global-cities participate to the global urban competition and both are part of the top 4 of cities concentrating economic\, cultural\, political and social resources. This workshop should enlighten the urban and political dynamics that participate to transform the governance of global-cities. \nSpeakers\nSoichiro Minami\, Ph.D in Economics\, Kyoto University.
