SUMMARY:Exposition\, Fantasmagoria
DESCRIPTION:Fantasmagoria veut dresser le portrait d’une ville populaire singulière avant que ses particularités ne soient absorbées dans des mutations urbaines et sociales majeures. C’est en s’appuyant sur une solide connaissance du territoire\, de ses habitants et de ses citoyens militants que le projet Fantasmagoria a été construit. \nMais Fantasmagoria\, traite aussi d’Aubervilliers comme un vaste territoire de spéculation fictionnelle et virtuelle du projet Grand Paris. La ville mute au rythme du débordement de l’intra muros parisien transformant les images stéréotypées propres à la ville de ban lieue en projections publicitaires vantant la ville de demain\, principalement par la promotion d’un aména­gement durable générique\, mixte et interconnecté. \nCes images publicitaires qui parsèment notre environnement\, modifient l’image mentale que l’on peut avoir de la ville et dessine en creux un nouveau regard décalé de la population qui l’habite. \nLe projet Fantasmagoria est une invitation à plonger dans l’imaginaire collectif et sensoriel des habitants\, pour lire la ville au travers du regard de ceux qui y vivent et la font vivre. \nAntoine Mialon\, architecte urbaniste et Jessica Servières\, photographe-vidéaste\, se sont associés pour monter ce projet à Aubervilliers. \nLes photographies et cartographies présentées sont extraites des travaux menés avec des groupes habitants de 2017 à 2019\, sur plusieurs quartiers d’Aubervilliers directement concernés par des projets urbains d’envergure. \ninformations pratiques\nExposition du 19 mars au 28 mai 2019\nde 8h30 à 17h du lundi au vendredi\nEntrée libre et gratuite \nvernissage le mardi 19 mars à 17h\nouvert à tous

DESCRIPTION:Institutional Building in the Decentralized Territorial \nPolicies Approach on Clustering of Creative Industries\nThe Cases of Île-de-France and Tokyo Metropolitan Area\nDans la continuité des deux premiers workshop cet atelier de comparaison entre Yokohama et Plaine Commune concerne les politiques de développement des clusters de l’industrie créative.\nCe sujet sera présenté par Kulacha Sirikhan\, doctorante à l’université de Tokyo travaillant précisément sur ce sujet. \nIn the last two decades\, the number of cities that assigned themselves the mission to become “creative cities” has been increasing. This is closely linked to the rising of creative industries in the growth of the economy and it is a major trend in globalization too. The creative city concept emerged as a new urban model for those cities seeking to enhance their global ranking in the competitive league of global cities. \nParis and Tokyo hold five top positions in the Global Power City Index by The Institute for Urban Strategies of the Mori Memorial Foundation and achieve top ranking in the EY Global Talent in Global Cities 2015 study due to their cultural heritage and assets in high tech. The locus of creative industries is concentrated in big cities especially in the capital in Île-de-France and the Tokyo Metropolitan Area which privileged as global cities for they host a dense network of creative industries (Sassen\, 2001). Both cluster strategies are characterized by the decentralization reform through city-region governance with specific purposes implementation. The promotion of decentralized governance allows governance institutions to be more flexible\, efficient\, and innovative. \nIn order to understand the functioning of governance institutions in the process of implementing cluster competitiveness\, this study focuses on the cases of “Territoire de la culture et de la creation” of Plaine Commune in Île-de-France and “Creative city Yokohama” in Tokyo Metropolitan Area.
